Most brick and mortar vape shops adhere to state age guidelines that apply to vape juice. So, if you're underage they probably will not allow you in and won't sell to you.
Basically, you should be waiting until you are of legal age before buying or using any vaping hardware or vape juice. Nicotine is addictive and you can poison or hurt yourself if you do not use vaping hardware the proper way. Just wait until you're of legal age, then make sure you watch plenty of Youtube videos or ask a vape shop clerk for guidance around using vaping devices safely.

The better question would be, "Can you kill yourself with vape juice?" Well, sure. You can kill yourself with a soup spoon, too. If you do not use things the way they are intended to be used, yes, you can injure or kill yourself. This also applies to vape juice. If you drink an entire 100ml bottle of high-nicotine vape juice and are able to keep it down, you'll definitely become sick and you may die. Why would anyone do that?
